In an attempt to give Hot Springs Villagers a voice, we are trying something new (to us). Below is a survey regarding Village Homes and Land. You are required to give us your email address, but you have our promise that we will never share your information, or how you answered the survey with anyone else. This is being done to make sure that people do not take the survey multiple times. It is a confidential survey.
Hot Springs Village People feel that the establishment of Village Homes and Land has created another division in the community and we wanted to know how our neighbors feel about this.

I totally agree with Kirk Denger’s answers. In my opinion the biggest problem the Village has is the CEO Nalley. There has been more discourse, division and mis-management since she was brought on board. It is an absolute must that her contract be terminated. Her contract was renewed 48 hours before the new board members were to be seated. Also the pool was approved at the same time….another project that the majority was against at this time. It was not that owners were against a pool……they were against an expenditure that we cannot afford at the present time.
It is time to clean the slate. Eliminate the CEO, the CMP, the Village Home and Land Office, get the POA out of the restaurant business, reverse by-laws, covenants, Articles of Incorporation since Twiggs, Nalley & CNU.

Having taken the survey I do have to say that, in future surveys, we need to be a little more careful in how the questions are worded. Don’t misunderstand me here, I am totally opposed to VH&L and firmly believe it should be shut down completely. Having said that the wording of the questions in the survey were, in may cases, such that only one possible answer could seriously be given.
For example, asking whether it is “fair” that property owners who work in realty are subsidizing their competitors through their assessments begs the answer as “No”. No-one could seriously say that such a process would be fair.
One of the main criticisms of a surveys in general is that the questions are worded specifically to obtain a desired outcome, and I think that this survey would be open to precisely that criticism. Consequently anyone who is in favor of the VH&L operation could simply dismiss the results as merely reflecting bias against VH&L.
Creating objective survey questions is a difficult process and answers usually require more than simple “Yes/No” options. I definitely approve of the principle of on-line surveys (and have advocated this elsewhere) but we need to get a little more sophisticated in their execution to avoid courting instant dismissal of the results.

The survey design is so blatantly biased that the results will be meaningless. How about asking a survey research professional to design the survey? The results could be similar (or not), but at least they would not be so utterly biased toward getting the results the survey promoters obviously wanted.

Andrew K, your point is correct. Questions were worded to get a specific answer. I also realize this is not a professional survey and not designed by the POA to get members opinions. But, this is a wonderful example of every survey put out by the POA in the past decade or so. They were/are all designed to get predetermined results. If the POA does not get an independent professional survey company to prepare future questionnaires they will face even more push back and detention.

That was my thoughts exactly. It reminded me of the questions from the charrettes about the CMP. But it is also a more complex issue because I’ve heard many times that realtor don’t want to bother with the sale of worthless lots, so who is to try to sell them?

The survey results are showing that 22% of people taking the survey do not know that VH&L is subsidized by the property owners. So the survey is also serving the purpose of making property owners aware.

In the past the POA has tried their hand at Marketing. What appears to be missing in all their attempts is project justification metrics. Everyone has their own ideas on where to spend money. In business when you compete for allocation of funds with all the others wanting to spend the companies money you have to go through a formal justification process. It is a rigid process of cost versus benefits. Most importantly, the metrics proposed for measuring whether the benefit used to justify the cost actually tracks accuracy of benefits. The projects are reviewed and the best proceed. In that process there is regular status reporting of expenditures, project schedule, and reaffirmation of the benefits versus cost to date. Plans are reviewed to insure the benefit will be achieved as well as expenditure to date. Only the good project managers get to submit next years budget requests. Where and how are the POA’s project tracked for accuracy, more importantly where is the documentation on the required metric process used to measure whether the project should proceed. If you don’t measure it, then they all must be successful. All amenities seem to be subsidized regardless of utilization. Where is the minimum utilization requirement documented before a new subsidy will be considered and how will it be tracked as cost to benefit. Performance in the approval process (voting for it) should also be tracked and reported.

Greg…would you PLEASE consider going to the board meeting, if you don’t already go, with 7 copies, 1 for each board member, and pass them out to each? Oh, and give one to the Voice guy who sits at the side table. We won’t get any answers but perhaps you will give them some food for thought. I certainly would appreciate it as I’m sure many others would also. Please consider a seat on the new finance committee as well!

Excellent Greg, those are good questions. The only amenity that is not subsidized is the dog park.
The CEO wants to bring a lodge within the gates of HSV. That will also be another amenity that will be subsidized by the property owners. A lodge would only benefit the special business interests in the village.

The survey was never intended to be professional survey. The survey is an informational tool to inform property owners about Village Homes and Land.
Property owners pay the salaries of the VH&L department head and employees. Property owners pay for the overhead associated with the operation of VH&L.
HSVPOA Corporation is competing with the for profit real estate industry that basically works on commissions. Most are property owners.
In other words, HSVPOA Corporation uses property owner assessment fees to compete with property owners.
Note: Village Homes and Land sold two (2) properties during this period in 2018 at $159,900 and $370,000 and twp (2)in 2019 @ $218,000 and $426,900. If commissioned, this activity would have generated $14,047 in brokerage
commissions (revenues) in ’18 and $17,213 in ’19. Agent commission would typically be half the brokerage commission.
VH&L is unsustainable and a waste of funds.
The divisions in our community rests squarely on the shoulders of HSVPOA Corporation management and a weakened Board of Directors.

To inform people about HSV land and sales a different form of communication would be more appropriate.
For a survey to yield accurate results the delivery and content has to be implemented properly.
This depends on various factors:
A large distribution (preferably to the entire population) if you hope to get a representative response rate that reflects an accurate data results across.
A question set that is clear, to the point and easy to understand.
A response set that allows for all possible opinions to be expressed and the results to provide an accurate statistical analysis.
Options for open comments to expand on some questions.
Well written unbiased, non-leading questions / answer sets are imperative obtain accurate results.
Surveying is a science and the results are meaningless unless done appropriate if the purpose is to get an accurate representative sample.
Basically just like the failed pool surveys done by the POA your survey results will be invalid.
Utilizing proper survey technology and follow set industry practices is something that has been discussed by various parties.
Hopefully some positive change will be implemented Y the POA (as they are the only one that has access to the most complete dataset of property owner emails and addresses) to yield better more reliable property owner feedback in the future.
That being said, it’s totally inappropriate for the POA to spend property owner’s money and harm local businesses by utilizing business practices that they have with that office. While I believe their idea was done with good intentions, it wasn’t well thought out or executed.
Sadly It is an expensive attempt for them to sell the POA inventory of lots and promote the Village.
Meanwhile the cost to property owners, competition in the marketplace is hurting individual property owners property values and the realtors and contractors.

The results of the survey will be released at the appropriate time. It is not a professional survey but it is an accurate survey. The results are devastating to the property owner subsidized boondoggle named Village Homes and Land started by the HSVPOA Corporate CEO.
The anonymous post to Mr. HSVP J, above, seems to be written by the angry board director or members of the HSVPOA Corporate staff that rushed upon and verbally assaulted senior citizen property owners at the May 15, 2019 Board meeting. The post reflects the same intolerant condescending attitude exhibited at the board meeting.
We have already seated three viable, competent, common sense based candidates. They are still outnumbered by the CEO’s unicorns and rainbow chasing CMP Board members.
The truth hurts so perhaps you should stick a for sale sign in front of your house.
