On September 23, 2019, the Hot Springs Village Property Owners’ Association sent out a Village Eblast regarding the threatening letters sent out to HSVPOA Board Members and staff.
If anyone has any information regarding this very serious matter, please contact Lieutenant Gary Vaughan or Officer Brad Whiley of Hot Springs Village Police Department at (501) 922-0011.
A $1,500 reward is being offered for information leading to the arrest and conviction of the person(s) responsible for this anonymous threatening letter.

Threat was exposed at Board meeting
Previously, this threat was exposed by Buddy Dixon at the September 18, 2019 Board meeting where Director Dixon read a portion of the threat letter sent to HSVPOA Board Members and staff.
Buddy starts out saying, “Now this is serious. Back when I had been on the Board maybe four or five months, I made a talk here for just a minute or two about the threats that I personally had received to physical harm. My house, my car. My car has been keyed from one end to the other, sitting at the POA building.”
The director continued, “but on September the 6th, each one of the Board Members received in the mail an anonymous letter, which made it a federal crime. I have cleared this with the Chief [Middleton] and I want to read you one part of this letter.”
Buddy reads portion of letter to property owners
Buddy read a short portion of this letter to the room of attentive property owners at a standing-room-only Board meeting. Tensions were high due to the fear that the Board was going to pass the Balboa Course and Clubhouse projects and obligate the community to millions of dollars in debt.
“I am certain there are folks that know where each of you reside, eat, shop, and spend your leisure time. I would hate to think that your incredible lack of commonsense and total disregard for your position would lead one of our Bible-thumping, gun-toting, hillbilly deplorables to take matters in their own hands to rid the Village of your kind.”
Director Dixon stated, “Folks that is a threat! And this was made September 6.”
Director Dixon said that Board Directors are not doing this for fun and it is not enjoyable. Furthermore, Dixon explained, “We know we make mistakes. But for God’s sakes, give us a chance. Will you?”
This is a federal crime
“Threatening a person through the mail is a federal crime. The postal inspection service investigates all claims involving extortion, blackmail, kidnapping, physical injury or injury to property and reputation made through the United States Postal Service. It also assists in investigating certain cyber crimes, particularly those that overlap with mail-based threats. To begin the complaint process, visit the U.S. Postal Inspection Service website. You can also file a complaint via phone by calling 1-800-ASK-USPS.” SOURCE: Legal Beagle
Note: At this same board meeting, where tensions ran high, the driver of a red truck attempted to run over some of the peaceful protesters going so far as to jump the curb. The protestors were expressing their unhappiness with the direction management has taken the Village the past few years. These property owners desire a more fiscally-responsible approach to management of the Village.

Watch this situation very carefully. Possibly, just possibly, this may be leading up to closed board meetings that are live-streamed. Just my opinion of one possibility.

Wouldn’t surprise me in the least! We know that the controlling clique doesn’t like the open format, or Property Owner (“Member”?) questions. Closed meetings with live streaming (that can easily “break down”) seems the perfect solution for them.

Andy, can you vote in Hot Springs Village elections? In which community of Arizona do you vote?

Yes I can vote. We still own a house in HSV even though we no longer have our primary residence there – which is why we are so concerned at the direction of the Village. We reside in Tucson.

Andy, Thank you for giving some of us the chance to understand that, as I now certainly do.

Cheryl, you are so correct on BOD seeking CLOSED meeting. This has been comeing for last 4 BOD meetings. Let’s hope they are not doing it, because the anger of membership would triple after the dismissal of Dick Garrison. Minn Daly

Every decision the legacy BOD members and turncoat Tormey make is anti-Property Owners.
Why do you think they opt’d to NOT allow us to gather at the Woodlands for the recent BOD meeting? They knew if we all expected there to be a LARGE crowd with limited seating that many of us would opt NOT to participate. It worked!
Why do you think that they schedule the Property Owner input session as the very LAST agenda item and limit it to only 3 mnutes? They know that many of us can’t sit in those uncomfortable chairs for 3+ hours to wait our turn. By the time the speakers lined up for their limited 3 minute presentation, more than half of the audience had left the building!
Every move the legacy BOD and turncoat Tormey makes is to discourage Property Owners from challenging their anti-majority sentiments in HSV.
Lesley must GO! Legacy BOD members and turncoat Tormey must GO!
And yes – I’m anonymous because I don’t want to be visited by the HSV Police at my front door for speaking the truth!
Sad situation we have here in HSV thanks to our failed leadership!

Anyone else thought of the possibility that Nalley and/or cohorts themselves could be the culprit here? Manipulating situations in her favor seems to be her forte. Might seem a stretch, but anyone who would could secretly handle ballots would be capable of anything. Can anyone substantiate any authenticity to the claims that would exclude that possibility? Just a thought…sad one, but seems to be the tone of things these days. Smacks of a setup to close meetings.

It is not likely that a board member would key their own car in order to close meetings. Screaming repeatedly that anyone “must GO!” is NOT going to accomplish anything but closed meetings. The board members are there to take care of business. Redundant, sad sack comments are not productive. Maybe commenters should decide amongst themselves in advance of each meeting which comments are most constructive and let those be presented as a limited, unified set, broken down into successive 3-minute segments.

I was listening to the Doc Washburn Show a couple of days ago and a caller was saying that he thought several in Congress needed ” to go. ” Mr. Washburn was not offended by that statement and in fact looked up the circumstance by which a Congressman may be removed. So the term ” To Go” is used often. Also, today, I was talking to a retired Policeman in the Village and he said that a threat has to be specific and directed at a particular person. With that determination, I now believe that this is a ” Witch Hunt ” to put fear into the property owners in order to stop them from speaking out. This is a new low to discourage the opposition. There are no scruples when it comes to down and dirty politics.
