Trash Carts Coming to Hot Springs Village
The following notice was in the Hot Springs Village Digest on Friday, May 28, 2021:
It’s time for you to select your trash cart. These new carts that you will receive and begin to use later this year are a key part of our improved trash collection system.
The new side-loading trash trucks are scheduled to arrive early next year in 2022 and will automatically empty your new trash cart. This new system will enable us to cut costs by reducing trash collection labor and time.
One cart will be provided to each single-family home.
Townhouse Association residents can disregard this notice at this time.
You may select the 64-gallon or 96-gallon cart. If you do not choose a cart size by June 22, you will automatically receive a 96-gallon cart.
You are welcome to see and “test drive” our model carts a the POA Administration Building during business hours (Monday-Friday, 8AM-4:30PM).
Please print and fill out this form and return it to the POA by June 22. Or come to the POA to fill out a form during business hours.

It would seem the overwhelming majority will opt for the larger can.
Why not default to the larger can, if you do nothing, you receive the 96 gallon.
To get the smaller can, you must fill out the form.
It would reduce thousands unnecessary mailings.

Although at this time the bi-monthly fee is the same for both size cans, there is always a possibility the bi-monthly fee for the larger trash cart will be more in the future. This would not surprise me and only time will tell.

I don’t see any rationale for a higher fee for a bigger trash can because it will be treated no differently in the trash disposal process than the smaller can unless they are able to start determining the bulk or weight of what is in the trash cans and start charging for how much landfill use is caused. Even then though, the smaller full can might have more in it than the larger can has, so nothing to be gained by going small. For some, the smaller can may be important because it is easier to handle, but I think the bigger factor is how much will be in the can and the type of terrain one encounters with their trash can. IMO

You may be right. We are being told the cost will be the same, “FOR NOW”. This was said at a meeting and the way it was said led me to believe the larger container may cost more in the future. Or it may not. I have been saying for days now that I do not have a crystal ball (just like Lloyd doesn’t). With the way the sanitation pickup is now, I believe it might be difficult for the sanitation crew to keep track of the number of cans/bags/etc. that people put out. It would be very easy to charge more for servicing the larger cart only because potentially, it contains more trash. I am not saying I have a problem with that. I only mention that people may be charged more in the future so that if they feel they do not need the larger cart, they do not automatically default to this size. I am not being critical of anyone, nor am I making any predictions here. I am just suggesting a possibility.

So, one thing I still don’t get is when this system is supposed to go online. There was an apparent rush by the BOD to approve this thing without any real property owner input. In fact, when a few of us suggested it might be a poor idea we were ignored. Now it seems that the start date for this is way out in 2022. What’s the delay?

The POA should expect people who have steep driveways (like myself) to leave the container on the street or have a person on the truck pull it up the driveway. This is a horrible idea for we who live in the high elevations.

There will only be one man on each truck and that will be the driver. No one will be able to bring your cart to the road and back. There will be pick up at your garage for an extra fee.

Denise, currently the cost for monthly curbside (I know there are no curbs) trash pick-up is $16.40. This amount shows up on everyone’s bi-monthly utility bill. Since the bill is bi-monthly, we see the $16.40 doubled or in other words, $32.80 every two months. At this time, we do not know what future sanitation rates will be.

I object!! This is nonsense. Same charge for different sizes! Really!! Ridiculous! I have a 50 gallon similar container … now the smallest size is 64 gallons. Nuts! As stated previously, won’t go into effect until 2022 because there is NO money at present to order trucks. It will take six months for the trucks to be built. The way this is being implemented shows a lack of common sense. First, accumulate the funds. Second, order and confirm the date of trucks delivery –only then start sending out the form. Third provide a smaller size for the numerous one-two person residences. $16.40 per month is robbery – absolutely an excessive amount to charge. Either, allow us to purchase the container outright for a reasonable charge or those who prefer a monthly charge, can pay the usury monthly charge. of $16.40. I am beyond steamed!!!

Disagree, the size of the can does not matter in relation to the cost of the service which should be reduced by it becoming a one man job instead of two. They didn’t charge more for those residents who put out 2 containers of garbage and had things on the ground to pick up too. That would have made more sense because it took extra man power time, but it makes no difference cost wise what size trash can that truck picks up.

The new truck/cans proposal and now plan has been talked about for several months. In at least two board meetings and two or more work sessions. The videos are very informative and opportunity to communicate personal thoughts.
The urgency was a sunset on the financing. It was done at a very good rate. I can’t recall the exact rate, but when I heard it discussed on several different occasions(aging memory) I said to myself, that’s a good deal.
The cost savings is also very favorable vs. what we spend now.
I hope they will make a move to have homeowners place cans on one side of road(only a few extra steps) if your the one on the wrong side of street. This procedure would save the “up and back” on each street that doesn’t have a cul-de-sac. This is because the truck picks up on One side of truck. I think the right side of truck. Driver never gets out of truck on the ones I’ve seen.
It’s a great deal.
Just my thoughts/opinion.

Some parts of the plan make sense but much of it doesn’t and there are many unanswered and apparently unconsidered questions.
1. It is non financing, it is leasing. Why?
2. This isn’t a village wide thing. Townhouses not included. Why?
3. Ditto for our commercial segment. Why not?
4. No property owners were polled. Why not?
5. Hiring a turnkey service was not considered (like Waste Management). Why not?
6. The counties could have been asked to bid on service. They weren’t. Why?
7. Few hard questions were asked by board members. Why not?
There are more too.

For those of us having a steep driveway, and a back problem, this will present problems for many. What consideration, thought and solutions were put into this decision? It seems that raising prices seems to be the only answers by those in charge.

THIS IS SO ABSURD, AND I DO NOT KNOW ANYONE YET THAT IS OK WITH THIS. PRIMARILY BECAUSE YOU HAVE NOT TAKEN THE ELDER INDIVIDUALS (ESPECIALLY THOSE WHO LIVE ALONE) ON HOW THEY ARE GOING TO GET THE GARBAGE CAN MOVED–YOUR ONLY SOLUTION IS TO HAVE THE ELDERLY PHYSICALLY CHALLENGED TO PAY MORE $$. IF THIS WAS PUT TO A VOTE — I GUARANTEE IT WOULD NOT PASS. THIS IS AN ELDERLY COMMUNITY, NOT A PLACE WHERE PEOPLE ARE ABLE TO DEAL WITH A 64 OR 96 GALLON CONTAINER.
