HSVPOA management appears to be rapidly changing
Changes are coming hard and fast to the Hot Springs Village Property Owners Association. Property Owners must be patient while the new Board works through the challenges.
On June 1, 2020, HSVPOA Chief Financial Officer Liz Mathis resigned from her position. After giving her notice, Mathis said that she has accepted the position of Finance Director in the City of Maumelle, Arkansas. Until she sells her Hot Springs Village home, she will be commuting.
This is the second resignation announced by POA employees, of which have been timed closely with the termination of CEO Lesley Nalley. Director of Human Resources, Shawnee Cooper has also tendered her two-week resignation.
Mathis was originally hired as Controller on May 16, 2016. She was promoted to the CFO position, replacing Lesley Nalley who was selected to be the CEO at that time.
John Paul has been appointed to be the temporary interim General Manager while the Board is doing a broad search for a permanent replacement. It appears the Board of Directors is moving away from using the much-criticized title of “CEO.”
According to the Village Voice, “John Paul, who led a staff of about 100 full-time employees, served 16 years as director of golf, retiring in October 2014.” Click here to read the article in the Voice.

This Board is creating a hostile work environment. Why do you think several have already quit? More will likely quit. People don’t want to work in a place where they are attacked with derogatory remarks about their work and their personal integrity.

I wish Liz well in her new job. One piece of advice though. When your new Board of Directors or Mayor or whomever you report to asks for full access to the financial records, you don’t roadblock and drag your heels. The answer is “Yes Sir”. “Right Away Sir”.

The request for financial documents were to be directed to their only employee, the CEO at that time.

It’s good to see some of the CEO appointed officers are sensitive to the “new normal” and are looking for more appropriate employment. It’s always awkward when a new administration is elected and the organization takes a different path.
Progress is always difficult and comes with major adjustments but personnel changes can disrupt the lives of good people and that’s regrettable.—Gene

We have now a NEW BOD with changes moving forward with HSV POA top on their agenda an spending, restructuring is Hugh concern. Our POA has a bloated POA top tier staff. These staffers like any organization that must utilize cuts will have change. If our community is to survive cutbacks must be made. Legacy BOD allowed top tier staff salary allowance to be totally absurdity addressed & never challenged. We need a general manager & staff without major corporate titles. Let me see. Ms Mathis is taking over as Finance Director in the City of Maumelle. How long does anyone thinks it takes to get a position like that? A couple of days? Weeks? No, it typically takes at least a month (and often several), and multiple interviews, to fill such a position. So this decision is not something that Ms Mathis decided on suddenly, she has probably been looking for a new job for several months now. One has to wonder why.
She was Finance Director for the place in which she lives, apparently the finances are in great shape (she kept telling us that) so why the decision to up sticks, sell her house and move away? Did something change?

1. April 15 2020 – 2020 HSV BOD Directors were sworn in.
2. April 21 2020 – HSV BOD Treasurer requested financial records – no response
3. May 01 2020 – HSV BOD Chair directed CEO to provide records – no response
4. May 5, 2020 – City of Maumelle posted the Finance Director position
5. May 15 2020 – HSV BOD Treasurer directly requested records from CFO
6. May 19 2020 – HSV BOD Treasurer received small portion of records requested
7. May 20 2020 – HSV BOD holds regular business meeting
8. May 27 2020 – HSV CEO Resigns; Interim CEO Appointed
9. Jun 02, 2020 – CFO announces appt as Director of Finance City of Maumelle
The CFO’s career move was well planned. Almost a month passed between the posting and filling of the City of Maumelle Position. Best wishes to the now former CFO. There’s no way to tell how long the now former HSV CFO had been looking for a new opportunity.
The 2020 HSV Board of Directors are getting our business & our Village in order. They have my full support and appreciation.

I understand your point & the history behind your comment, Scott. Allow me to clarify.
Formal board action on the matter as stated in #5 of my post (above) would be necessary only in the Walter Mitty-esque power-fantasies of an incompetent ceo.
Certainly, (according to published materials) sufficient “formal board action” on the matter had already occured at #3 (above) on May 1, 2020.
The BOD as duly elected by the property owners controls all aspects of the POA. BOD authority originates in the HSV Articles of Incorporation & further defined in the HSV ByLaws.
The HSV BOD may choose to delegate authority as specified in the HSV ByLaws.
Quite often, such delegation of authority is spelled out in a contract. Among many other things, the contract might specify that the employee shall not willfully fail to comply with reasonable policies, procedures, standards, duties of the position, directives of the BOD, etc.
Delegated authority can always be withdrawn and carries conditions/constraints that one must abide in order to remain employed.
Some players just don’t know when to fold.

I can think of one revenue stream, and that is reducing fixed operational costs like outrageously high salaries paid to numerous made-up jobs like the Chief Member Experience Officer and the do-nothing Director of Golf. The POA has 75 departments whereas Little Rock has 14, and serving some 200,000 residents. Why so many departments and what is it they do? Scott, you are so wrong about so many issues you comment on these posts that I finally had to speak up.
