On February 1, 2021, the Hot Springs Village Property Owners’ Association made the following announcement regarding the newly-formed Task Force.
“With the mission of ensuring HSV continues as a financially secure, gated community the HSVPOA Board of Directors recently announced the formation of the Future Revenue Analysis Task Force (FRATF). The task force is moving forward quickly and has its membership in place. That membership represents a balanced distribution of expertise, business experience, Village longevity and geographic representation from a variety of volunteers.”
“The task force will work closely with staff and Committees and will engage a variety of Villagers over time for specific tasks, analysis, and brainstorming in order to provide definitive analysis and possible solutions to be presented to the Board later in 2021.”

“The task force will meet via Zoom on the second Monday of each month, beginning February 8. The meetings will be recorded and made available to HSV property owners. Communication to and from the FRATF will be frequent and on-going. More details to be announced shortly.”

I can save the “task force” some time in their efforts.
1. Golf revenue will continue to shrink.
2. Food and beverage revenue will continue to shrink.
3. Amenity charges (bocce, tennis, gym, pool, etc.) will continue to shrink.
4. HSV budget will continue to grow.
5. HSV will run out of money soon rather than late.

It appears there’s an assessment increase in the air. The “Board Blast” that came out today has some familiar phrases in the body, such as ; “a financially secure, gated community”, “formation of the Future Revenue Analysis Task Force” (the original name was the “Future Funding Task Force”). But the end product will be the same-an increase in assessment fees for the resident Property Owners.
There won’t be an increase for non-resident owners but they will still get to vote on our increase. That’s because the non-residents will not vote for an across the board increase and the BOD knows they need their vote to get the two-thirds majority.
We fought this battle before and lost but this vote will need both classes, the A and B Property Owners to pass. The A class is resident & non-resident property owners and B class is the Developer (CCI).
CCI can stop the increase, I don’t know how they are thinking at this time, but if they consider how the past boards have wasted our money they might vote against it.
I personally am against any increase until the BOD can show, over a period of time, that they understand how to responsibly budget HSV resources and spend our money on needed infrastructure maintenance and improvements. No more CMPs, Luxury RV Parks, geothermal HVAC systems or overpriced CEOs.—Gene

I appreciate the folks volunteering their time and look forward to seeing their assessment and recommendations.
I’m thankful the Board is leveraging local talent instead of hiring “expert consultants”.

Interesting that one of the members on the Task Force actually sued plaintiffs who felt the two-tier was always going to be the lot owners vs. the home owners, or “tyranny of the majority”. She promised to ruin the plaintiffs financially, thankfully the Judge did not agree with her and dismissed the case quickly. She wasn’t done, so filed an Appeal, also dismissed. Her lawsuit had 23+ names on it against the defendants, all are still active in all things HSV. I’m not sure what her goal is, but I’ll never trust a friendly handshake again.
