I am Gary Belair, your candidate for the 2021 HSV Board of Directors. With your trust and vote, I will devote my time and talents to representing your voice and interests, in support of a strong and sustainable Hot Springs Village.
Before moving to HSV, I served 4 years on the Board of Directors for a Dallas-area Home Owners Association. 3 of those leadership years were as the HOA’s President.
My success in those roles included recruiting and contracting a new management company with state-of-the-art communications and accounting capabilities. I also collaborated on developing procedures and tools to maintain the Association’s value, including establishing secure financial reserves. And I led that community in achieving a Gold Standard 5 Star Rating for Homeowner Associations.
Prior to those 4 years in a Homeowners Association leadership capacity, I served the Federal Deposit Insurance Corporation (FDIC) in a variety of roles — including supervising staff, monitoring contractors and Unit procedures, and managing purchase and sale agreements with Banks.
My professional career began in the oil and gas industry, where I designed, staffed and managed my own business. I was also involved in a real estate venture – where I was the co-owner and co-manager of a real estate brokerage firm. All of these roles have equipped me for dealing with the challenges facing HSV.
To further evidence my qualifications, I hold a Bachelor of Science degree in Business, and proudly served as a commissioned officer in the U.S. Army, with an active duty tour in Vietnam.
My wife Nancy and I have been fans of HSV for more than 12 years, and felt truly blessed when we started building our Lake Maria home in 2017.
In 2020, I was selected to Chair HSV’s Finance and Planning Committee, which is charged with assisting and advising the Board on governance and oversight responsibilities relating to HSV’s fiscal management and planning. With the hands-on experience that Committee role has afforded me, I am well-equipped to hit the ground running, as an elected member of your HSV POA Board.
Although HSV has made considerable progress over the last 12 months, the challenges we still face are significant. Stabilizing our community’s financial position – and positioning HSV to address our growing infrastructure needs — are at the top of that list. But other areas – such as an effective community marketing, broadband, community security, and property owner trust, follow closely behind.
And while it is easy to focus on what needs to be done, I fully recognize the importance of balancing the interests and financial resources of our property owners with the challenges presented by a 50 year old self-funded community. All of that calls for effective working relationships within the POA Board – and with all HSV Property Owners.
With your vote of confidence, I will commit myself to those goals.
